Please mind the Real leaderboard speed limit of 100 km/h (ETS 2) and 80 mph (128 km/h; ATS).
Setting your cruise control to 93 km/h with a tolerance of 5 km/h (ETS 2) and to 75 mph (121 km/h) with a tolerance of 3 mph (ATS) will completely prevent you going over the leaderboard speed limit. Cruise control tolerance can be changed/turned on in the "Gameplay" options menu in-game.
For a more realistic approach, turn on the speed limit beep in the TrucksBook API launcher on the "Settings" menu and set it to 97 km/h / 77 mph. This is just if you ever forget about the leaderboard speed limit.
• Possible Question: "Why the tolerance? Can't I just set my cruise control to 99 km/h / 79 mph?"
- This is just to both be safe during downhills – because depending on the incline, the retarder won't keep you in the tolerance threshold – and improve your truck's fuel efficiency – by driving at lower RPM and eliminating unnecessary braking during downhills and immediate acceleration during uphills.
